Who enjoy when people are ill?

A proper diet is one of the most important parts of diabetes treatment process. While having diabetes, using medicine is not enough for good blood glucose control. It is very important to combine properly food and medicine. People with diabetes do not use some special diet. It should be rational and to guarantee enough carbohydrates according to medicine requirements and proper parts of food materials. We must to use more fibers and less sugar and fat produce. Food influence directly blood glucose. That’s why people with diabetes must choose good quality and valuable food: many grain products, vegetables, fruits, lean meat, fish and dairy produce. Such food allowance is more expensive than healthy people with pour income can choose.

Compensation for food (20 or 15 % of MLL) was been paying for people with diabetes since 1991, according to the order of Minister of Health and director of “SODRA” (State Social Insurance Fund) and decision of Government. State Patients’ Fund continued executing this function later. Since that time Lithuanian Diabetes Association almost nine times (every year) defends an importance of proper diet for people with diabetes.

 

When Z.Padaiga became a minister of health, during his first meeting with the members of the Council of Representatives of Patients’ Organizations of Lithuania told that payment of compensation for food for people with diabetes would be suspended. The same fact was mentioned in his speech during the conference “Strategy of Diabetes care. The role of the Lithuanian Diabetes Association” holding a 15-year jubilee of LDA (28 January 2005). The minister stressed, that Ministry of Health is a partner of Lithuanian Diabetes Association, that’s why he commits himself together with LDA to discuss all questions for improvement of diabetes care.

In spite that there were many public declarations that Lithuanian Diabetes Association recommended to suspend payment of compensations for food, the truth is, that LDA was informed by officers of Ministry of Health about the fact, that a payment of compensation for food will be stopped. The main reasons for this decision were declared:

According to data of consultant  of ministry of health prof. A.Norkus, a difference between number of people receiving these compensations and number of people using  tablets or insulin is near 16 000.

·         No other patients’ groups get compensations in cash. It means that people with diabetes have privileges without motives.

In this time government was very strict with decision to suspend payment of compensations for people with diabetes. Lithuanian Diabetes Association decided to require this money would be used in the best manner. It is obvious; the main aim was to require that all this money would be used for people with diabetes. At the beginning of negotiations some State officers thought that the state gives too much money for people with diabetes.

Still we should not forget that part of people with diabetes get free only symbolic quantity strips per year.

 

Since 1997, when people with diabetes using insulin got 150 (pregnant women 300) diagnostic tests per year, the situation did not changed.

Patient who properly controls himself this amount of tests uses during one month. LDA many times tried to pay attention of state officers to the pour level of diabetes control, but consultants (endocrinologists) of health ministry had other opinion. They did not see a problem there. Appeals of LDA to give more money for diabetes control, met the payment of compensations for food. That’s why LDA seeks for rightness and keeps a position that all money paid for payment of compensation for food would be given for self-control tests. LDA understands that after payment of compensation is suspended, the most pour people with diabetes will be worse with their social status, that’s why it requires that diabetes care questions would be solved in a complex way, together with social care and other responsible institutions.

 

The situation of diabetes care in Lithuania was worsen in time of reform of health system. It destroyed system of education of people with diabetes and diabetes foot care rooms. Since 1996 financing of program of National Diabetes Programme was suspended. While LDA constantly requires, the working group for preparing new National diabetes program was confirmed in 2002 (chairman of group was prof. A.Norkus, consultant endocrinologist of Ministry of Health). According to the order of Minister of Health, this program was to be prepared till 2003. It is a pity, the program is not prepared till today.

 

A negotiation for redistribution of money of suspended payment of compensation for food was made in a hurry and not according to given promise of Minister of Health to LDA. An opinion of patients and specialists endocrinologists was different when talking about the number of self-control tests. During the first discussion doctors offered to increase the number of compensated blood glucose tests by a slight amount: 600 diagnostic tests for children, 300 tests for people with diabetes using insulin, 100 tests for people with diabetes using tablets, to compensate tests of HbA1c 4 times per year for people with type 1 diabetes and 3 times per year for people with type 2 diabetes. Additionally 6 groups of medicine for diabetes and its’ complications treatment would be enlisted into compensated medicine list. LDA did not agree with such a decision, appealed to journalists, started collecting patients’ signs. Offered amounts of compensated tests started growing. During the sitting of the Council of Obligatory Insurance of Health on 25 February 2005, the decision was made to compensate 1000 diagnostic tests for children. During negotiations State Patients’ Fund do not gave an exact number of people with diabetes using insulin and tablets as well as the amount of money, given for payment of compensations for food.  It was various from 20 to 17.5 millions Litas.

 

Seeking for limpidity for redistribution of money of suspended payment of compensation for food and requiring discussions on strategy of diabetes care in completion of all difficulties of people with diabetes in Lithuania, LDA collected over 3 000 patients’ signs and appealed to all high institutions of Lithuania (the President, the Chairman of Seimas and Prime-Minister) and journalists on 28 February 2005. According that reason the meeting of representatives of all institutions of diabetes care was organized in Committee on Health Affairs in  Seimas of the Republic of Lithuania on 23 March 2005.

 

After the resolution of conference (on 28 January 2005) and other documents given by LDA were examined, the committee listened to questions raised by participants of meeting and made a decision on 6 April 2005.

 

Though the meeting in Seimas of Lithuania on 23 March 2005 was already planned, the Council of Obligatory Insurance of Health once again discussed question on redistribution of money of suspended payment of compensation for food on 22 March 2005. The numbers of compensated self-control tests raised: 1800 tests for children and 600 tests for people with type 1diabetes; other numbers left the same. Then the fact appeared that even in this situation there are 3 millions Litas left: during the first discussion the president of LDA was informed that all money are distributed to compensating these tests – 17.5 million Litas. LDA initiated decision of Ministry of Health to appeal to Ministry of Social Security and Labour to find possibilities to help for the most pour people with diabetes to improve their social status.

 

Where should 3 million Litas spent, meeting in the Ministry of Health was organized on 30 March 2005. In a discussion took part the members of Committee on Health Affairs of Seimas of Republic of Lithuania A.Matulas, V.M.Cigrejiene, N.Zymantas, the representatives of LDA V.Augustiniene, E.M.Jakimaviciene, G.Naidzinaviciene, J.Janusaitis, specialists endocrinologists prof. A.Norkus, Dr.R.Sulcaite, Dr.B.Urbonaite, adviser of Minister of Health E.Vaitkus, secretary of Ministry of Health  R.Baranauskiene. The representatives of the Ministry of Health offered again to enlist the new medicine in compensated list, but in the end of discussions the decision was made according to LDA suggestions to compensate self-control tests:

·         1800 diagnostic tests per year for children;

·         600 diagnostic tests per year for people with type 1 diabetes;

·         300 diagnostic tests per year for people with type 2 diabetes using insulin;

·         150 diagnostic tests per year for people with type 2 diabetes do not using insulin;

·         Tests of HbA1c: 4 times per year for people with type 1 diabetes and 2 times per year for people with type 2 diabetes;

·         One glucagons set per year for children.

 

Only after second time of the answer for appeal was asked, the officers of office of President of Republic of Lithuania A.Morkuniene and R.Janoniene invited to the meeting the representatives of LDA, of Ministry of Health, of State Patients’ Fund and specialists endocrinologists on 7 April 2005. During the meeting representatives of LDA were asked to answer questions of officers of President office formulated with tendency and all the answers were followed by huge teachings with the offer “do not to try to bite the biggest piece of bread (money), for we can be unable to swallow up it”. Officers and specialists offered to distribute the money of suspended payment of compensation for food only according to the suggestions of officers of Health Ministry and specialists, not paying their attention to LDA. We think, these officers did not give an appeal with patients’ signs to the President of Republic of Lithuania till this meeting. In case we asked for a written answer to 28 February 2005 appeal, they said that we have discussed on all questions today and why we need it. Only after that they promised to inform the President of Republic of Lithuania.

 

The representatives of the Lithuanian Diabetes Association do not object to that some medicine would be enlisted into a list of compensated medicine for treatment of diabetes complications and for prevention, but they do not agree that money for their compensating would be used from suspended payment of compensation for food.

 

Officers and specialists of Ministry of Health wanted this money to use for solving other diabetes problems as well. It appeared that much money needs the preparation of National diabetes program. We do not doubt that this program is important, but the question is, if strategy of State programs preparation can be financed from Fund of Obligatory Insurance of Health, which is formed by patients’ paid money. A doubt was stressed not only by representatives of LDA, but also by the members of Committee on Health Affairs of Seimas of Republic of Lithuania and director of State Patients’ Fund A. Sasnauskas.

 

It is difficult to foresee the final decision, as goals of officers and specialists are other for the using money of suspended payment of compensation for food not only for  the necessaries of life of patients. We believe that the sound mind will win and the offerings of LDA will be took into account, as well as decision of Committee on Health Affairs of Seimas of Republic of Lithuania.

 

People’s ability to use compensated self-control tests will be clear in the future. It is not a secret, that even 150 diagnostic tests were not used by almost of a half of patients. Some medicine institutions saving money forbided doctors to prescribe these tests or some doctors did not prescribe these tests by themselves. Lithuanian Diabetes Association invites all patients not to be indifferent to their health and doctors to help patients to understand an importance of self-control not limiting them to use support of government.

 

We invite all people with diabetes to become a member of Lithuanian Diabetes Association. Only with common efforts we be able to achieve a proper medical care and officers will not jeer at patients. Decision of Committee on Health Affairs of Seimas of Republic of Lithuania 

No. 8 “Due to health problems of people with diabetes”

 

After analysis of resolution of Conference and other given documents of Lithuanian Diabetes Association, 23 March 2005 was organized discussion on health and social problems of people with diabetes, listened a declared problems and offerings by representatives of LDA and local diabetes clubs, evaluated of opinions and offerings presented by specialists of Institute of Endocrinology and of clinics at Kaunas University of Medicine and of Center of Family Medicine at Vilnius University of Faculty of Medicine as well as chiefs and specialists from other clinics and hospitals, made analysis of information given by officers of Ministry of Health, of State Patients’ Fund, of Ministry of Social Security and Labour, of State Patients’ Fund,  of State Social Insurance Fund and of Ministry of Education, the Committee on Health Affairs  of Seimas of Republic of Lithuania states that participants of the discussion declared almost the same health and social problems for people with diabetes, that is, lack of compensated self-control means and diagnostic tests for blood glucose and HbA1c, suspension  of payment of compensation for food, abolishment of rooms of diabetes foot care  and diabetes education, there are no legalized the valuation of services for nurses diabetes educators, late diagnosis of diabetes, not effective control of this disease, etc. Because the suspension of payment of compensation for food the social status of people with diabetes will become worse. The decision of the Council of Obligatory Insurance of Health was not discussed in the Committee on Health Affairs of Seimas of Republic of Lithuania and did not coordinate with Ministry of Social Security and Labour.

According to these motives the Committee has decided:

  1. In case if the payment of compensation for food for people with diabetes will be suspended it is offered for Ministry of Health to discuss with LDA possibilities of all this money to distribute for compensation   diagnostic tests of blood glucose and HbA1c, satisfying their needs in this way as well as to distribute a part of this money for payment for services of nurses diabetes educators and nurses diabetes foot specialists.
  2. It is offered for Ministry of Health and State Patients’ Fund to prepare and legalize the valuation of services of nurses diabetes educators and nurses diabetes foot specialists; for chiefs of health care institutions are recommended to renew an activity of those services.
  3. For Ministry of Health is recommended to prepare and confirm the National Diabetes Program in the nearest future.
  4. For Ministry of Health is recommended to analyze medical and health care problems of people with diabetes as well as revise and make more accurate the standards of work of general practice doctors and doctors endocrinologists striving for ensure proper health care for people with diabetes and early diagnose.
  5. For Ministry of Health is recommended to confirm that into the set of medicine and medical means of ambulance glucagon must be inserted.
  6. According to prognosis of scientists and specialists on the increase of the number of people with diabetes in the nearest future, for Ministry of Health, for Service of State of Health Care of Society and for doctors of districts and local government are recommended to spread information on healthy lifestyle by media.

Appeal

  1. We require evaluate the hasty decisions made by Ministry of Health and State Patients’ Fund on suspension of payment of compensation for food for people with diabetes, presentation of untruthful information and neglect an opinion of LDA, representing the interests of people with diabetes.
  2. We require recognition of decisions made by Ministry of Health and Council of Obligatory Insurance of Health void until meeting (will be held at the Committee on Health Affairs of Seimas of the Republic of Lithuania) and discussions of all governmental institutions (Seimas of the Republic of Lithuania, Ministries of Health, of Social Security and Labour, of Education, of Finance, etc.) on strategic questions of treatment and prevention of diabetes.

 

On 28 January 2005 Lithuanian Diabetes Association organized the conference “Strategy of diabetes treatment and prevention. The role of LDA”. The representatives of Committee on Health Affairs of Seimas of the Republic of Lithuania, Ministries of Health, of Social Security and Labour, of Education, of State Patients’ Fund, of Commission of medical and social examination, of World Health Organization, of International Diabetes Federation, of institutions of education and of health, members of LDA, representatives of other patients’ organizations took part in it. During the conference commemorated to 15-year jubilee of LDA not only rejoice at the achievements for the welfare of people with diabetes were stressed and bad situation of health system was evaluated and the resolution was confirmed (“Diabetes” No. 1 (45)).

 

Minister of Health Z.Padaiga in his speech in the Conference evaluated the activities of LDA very well and agreed that improvement of diabetes care system is necessary. He stressed that 20 million Lt were paid for compensation for food for people with diabetes during 2004. The Minister stressed as well that Ministry of Health is a partner of Lithuanian Diabetes Association that’s why Ministry of Health is committed oneself to solve questions of improvement of diabetes care system in common efforts with representatives of LDA.

 

During discussion on 7 February 2005 in the Institute of Endocrinology of KMU organized by adviser of Minister of Health E.Vaitkus and specialists of institutions of health only of 3rd and 2nd  level was decided to recommend to Minister of Health to suspend the payment of compensation for food for people with diabetes. E.Vaitkus did not even allow to vice-president of LDA prof. J.Danilevicius to participate in the discussion. In meeting was decided to distribute this money for compensation of medicine and some part of them for increasing a number of compensated blood glucose tests.

 

Officers and specialists of Ministry of Health disregarded the suggestions of president of LDA to allocate all sum of suspended the payment of compensation for food to compensate diagnostic tests of blood glucose and HbA1c. E.Vaitkus declared that the money does not belong to LDA and LDA will not decide the distribution of them. The decisions will be made by specialists, not by patients. The question about the number of people with diabetes at the moment and sum of money spent on medicine, self-control means and the payment of compensation for food was not answered. Adviser A. Vaitkus mentioned only the sum 20 millions on the payment of compensation for food. He said that other money will be counted by Ministry of Health and by State Patients’ Fund, and LDA should not bother about them. According to E.Vaitkus, people with diabetes have too many privileges.

 

According to data from presentation of Consultant of Ministry of Health Prof. A.Norkus on 28 January 2005, there are about 64 000 people with diabetes in Lithuania. According to him, near 16 000 people are treated only with diet in spite of getting 20 % MLL compensation. He thinks, this number could be only near 1 000. 5 000 of people has type 1 diabetes, 14 000 of people have type 2 diabetes and use insulin and near 29 000 people use tablets (“Diabetes” No. 1 (45)). The same data were mentioned by Prof. A.Norkus during meeting on 7 February 2005 answering the question to president of LDA.

 

Neglecting asking of LDA on 18 January 2005, State Patients’ Fund did not provide any data about number of diabetes cases, sum of money spent on diabetes control and treatment of complications.

 

In writing No. 10-(10.3-22-1) of Ministry of Health the president of LDA was invited to participate in sitting on 23 February 2005 with the aim to discuss and analyze the resolution of conference of LDA held on 28 January 2005 and asking of Dr. E.Janulionyte on confirming a program of education for volunteers non medical specialists. Before sitting all participants were asked to sign list. After the first question was discussed, the representatives of patients were asked to leave room. Only specialists of Ministry of Health were discussing on LDA resolution. The asking of president of LDA to send a copy of decision was followed by specialist G.Paulauskiene answer that the decision will be send to Committee on Health Affairs of Seimas of the Republic of Lithuania and LDA will get an answer from it. The answer is not received till today.

 

The question of suspension of the payment of compensation for food for people with diabetes and redistribution of sum of money was not enlisted into agenda of meeting of the Council of Obligatory Insurance of Health on 25 February 2005. It was discussed as supplementary question after the Minister of Health left the sitting. The plan was pre-thought. The data presented to the Council were not the same as the protocol of meeting of commission organized by E.Vaitkus on 7 February 2005.

After the president of LDA informed the Council of Obligatory Insurance of Health about the process of discussions and her invitation to members of Council do not to make a hasty decision, made the president of Lithuanian Medics’ Union L.Labanauskas indignant. He said that he does not understand why president of LDA is unhappy if all sum of money of suspended of the payment of compensation for food will be distribute for compensation of self-control means. He offered to the Council to confirm a project of decision. The director of the State Patients’ Fund  A.Sasnauskas reported a decision was confirmed by common agreement.

 

After making a claim to Council that officers ignore patients’ rights and even jeer at them while making important decisions for them, adviser of Ministry of Health E.Vaitkus stressed that everything was agreed with the president of LDA and he said that she even signed agreement. Also he reported that resolution of LDA was not discussed in the sitting of specialists of Ministry of Health on 23 February 2005.

 

LDA required the data about sum of money spent for compensations for food and number of people receiving it in 2004. President of LDA got data after meeting of Council. The sum of money for compensations for food was changed from 20 to 17.5 million. However, 16 000 people with diabetes treated only with diet were disappeared, but there were written much more number (even 9 000) of people with diabetes treated with insulin or with tablets in the list.

 

LDA directs yours attention to that that officers of Ministry of Health were  dishonest distributing the money of suspended of payment of compensation for food for people with diabetes.

Due to suspended payment of compensation for food (20% MLL)  for people with diabetes.

 

Lithuanian Diabetes Association is bothered on hasty decisions of Ministry of Health influencing thousands of people and wish of Ministry to have done with organization defending rights of patients’.

During the sitting of the Council of Obligatory Insurance of Health on 25 February the question of suspended payment of compensation for food (20% MLL) for people with diabetes and redistribution of money for compensation self-control means was discussed. Compensations for food were paid according to decision No. 21-5-3148/614 of Ministry of Health and of Board of State Social Insurance on 12 September 1991 and the decision No. 403 of Government on 7 October 1991. During discussion the data on number of people with diabetes using insulin, medicine, or only diet was not provided as well as data on sum of money spent on medicine, self-control means and compensation for food were not given. An appeal of the president of LDA do not have discussions on this question until the planed sitting of Committee on Health Affairs of Seimas of the Republic of Lithuania will not be held and the real number of patients will not be provided was not heard and the decision to suspend payment of compensation for food was confirmed. Consultant of Ministry of Health E.Vaitkus informed the Council of Obligatory Health Insurance that Lithuanian Diabetes Association has signed the agreement with Ministry of Health according to  this decision.

 

Minister of Health Z.Padaiga stated the same fact during LTV broadcast “Panorama” on 6 March. The Lithuanian Diabetes Association informs you that it has not signed any agreement with Ministry of Health on this question until now.

 

Only after confirming this decision on 25 February 2005, State Patients’ Fund gave false information about number of people with diabetes. Only then we found out that declared 20 millions for compensation for food changed into 17.5 millions (from 20 mln) as well as that this money will be the sum, distributed for compensation of self-control means and HbA1c tests. On 1 March 2005 ELTA report announces: “Additional compensated self-control means for people with diabetes will cost near 8 million Lt and additional compensated hemoglobin tests will cost near 5 million during 2005. Where 4.5 millions Litas will be used is a question for discussion”.

 

To the question of the president of LDA about her invitation to Health Ministry sitting she could not participate, E.Vaitkus informed Council of Obligatory Insurance of Health that on 23 February 2005 was no sitting in Ministry of Health on the questions of LDA resolution.

 

An answer Nr. 10-(10.1-22-1) on 8 March 2005 of Minister of Health Z.Padaiga was received in office of Seimas of the Republic of Lithuania (reg. Nr. No. 450-GA-200 on 10 March 2005 ) on sitting in Ministry of Health on  23 February 2005, where the resolution of  LDA was discussed.

 

On 8 March 2005 LDA received writing of officer of Seimas of the Republic of Lithuania B.Baltrusaityte (reg. No. 450-S-200/020). There was information that on the instructions of the chairman of Seimas A.Paulauskas the Appeal of the LDA on the payment of compensation for food is given to Committee of Health Affairs of Seimas.

 

On 9 March 2005 Adviser of Minister of Health E.Vaitkus invited the president of LDA to Health Ministry on 10 March to discuss conclusions of sitting on 7 Ferbruary 2005 by phone. President of LDA asked adviser who is going to take part in this sitting. She mentioned that LDA is waiting the answer of institutions of Government on hasty decisions to suspend payment of compensation for food made by Ministry of Health. President of LDA informed adviser of Minister of Health that LDA is not going to sign any decisions. E.Vaitkus answered that Secretary of Ministry of Health R.Baranauskiene, he and 2 lowers are going to take part in meeting. He ordered to bring him statute of LDA because he has a suspicion that LDA is not legal organization. He thinks that the LDA is not registered according new law issued in 2004. The president of LDA explained him that LDA is independent organization and the Ministry of Health has not right to butt in LDA’s affairs. E. Vaitkus suggested to explain it during the meeting, where  speech of president of LDA will be  recorded.

 

The writing of LDA No. 05-77 to Minister of Health Z.Padaiga on strategy of diabetes care was registered before the meeting on 10 March 2005 and the copy of it was presented to Adviser of Minister of Health E.Vaitkus.

 

At the beginning of meeting secretary J.Lesiene asked E. Vaitkus if the lowers should be invited and turned on the recorder. During the meeting E.Vaitkus and R.Baranauskiene put the psychological pressure upon president of LDA requiring to answer the same questions given differently and requiring to sign a protocol that V.Augustiniene took part in the sitting. Later this paper was added to project of decision of Council of Obligatory Insurance of Health on 22 March 2005 sitting.

 

On 23 March 2005 the meeting on all questions of diabetes care, as well as the question on suspended payment of compensation for food, will be organized by Committee on Health Affairs of Seimas of the Republic of Lithuania. The representatives from different institutions of health care are invited to this meeting as well as LDA.

 

We appeal to Minister of Health Z.Padaiga and the members of Council not to discuss on the project of decision to suspend payment of compensation for food in the meeting of Council of Obligatory Insurance of Health on 22 March 2005.

 

Remark: the protocol of sitting of the Council of Obligatory Insurance of Health on 25 February 2005 was presented only on 21 March. I do not agree with some word of affirmation,  which were not said during the sitting.

Strategy of Diabetes Care

According to the resolution confirmed during the meeting of the Council of LDA and conference “Strategy of Diabetes Care. The role of LDA” held on 28 January 2005 Lithuanian Diabetes Association offers to solve problems of diabetes care and control in a complex way.

That’s why a discussion of all institutions of government must be organized and it is going to take place in Committee on Health Affairs of Seimas of the Republic Lithuania in the nearest future.

After real evaluation of prevalence of diabetes, threatening complications and real financial abilities, the working group from representatives of all institutions of health care must be formed to prepare a National Diabetes Program.

For the sake of generous aim

On 31 March and 1 April 2005 Plunge cultural centre hall was crowded with public. All of them wanted to see and hear a concert “Stolen songs 2005” organized by Plunge club “Lions”. The members of the club invited livers of Plunge to listen their songs as well as add to the generous aim supporting children with hard illnesses. From the very first day of existing Plunge club “Lions” seeks to serve and help those who wait for help mostly. They support disabled children as well as little by little induce society to act in the same manner.

We can help for our near people ourselves not waiting for foreigners’ help. The members of the club with such thoughts organized a festival for 1 April. A number of those who wanted to see singing members of the club were grater than was expected. That’s why too festivals took part instead of one.

Lithuanian Diabetes Association sincerely thanks the chief of the club “Lions” and its’ members as well as livers of Plunge for their generous action.

Dr. Raimundas Doviltis aims an especial honor for his several time support for children with diabetes. We are proud of the care for Plunge livers by the nurse diabetologist of Plunge diabetes club Aldona Danyliene. Her earning was club “Lions” care of little Ieva.

We believe that your kindliness will warm your own heart, make works easier and days clearer because of stronger children health and their smiles. Poets say, the love you show to your near returns.

The results of tests during action “Limit < 7”

An action “Limit < 7” organized by Lithuanian Diabetes Association and pharmaceutical Company “Sanofi-Aventis” gain a huge attention by people with diabetes. Organizers of the action visited 12 towns of Lithuania during 2004 – 2005 year. Over 550 patients took part in it.

During the action people with diabetes were tested for HbA1c free of charge. Dr. Egle Varanauskiene from Department of Endocrinology of KMU presented lectures on diabetes control, treatment and avoiding complications. An importance of HbA1c test was stressed. This test is to be conducted 3-4 times per year, as it shows diabetes control during 3 months period. Optimal result of this test is less than 7 percents. Still, during the action appeared 70 % patients badly control their disease as their result of HbA1c is over 7 %.

Organizers of the action in spite to evaluate effectiveness of diabetes control interview the 526 patients. Only 4% of them test HbA1c 3-4 times per year, 28 % never tested their HbA1c and 15 % tested during this action for the first time.

Even 40 % of interviewed patients’ last result of this test was over 8 %.

“Criteria for diabetes control are very strict and good diabetes control is achieved only by contemporary medical means, patients’ faculties and efforts and doctors’ guidance. Data from interview and tests made during the action must be serious warning to patients inviting them to care of their health more. After negative results are found patient is recommended to consult with his doctor for further control of diabetes.

Interview of people with diabetes showed more than a half of respondents experienced hypoglycemia, 5 % of them experienced it 5-6 times per last month, 3 % more than 6 times. 18 % experienced 1-2 times of it during last month.

Hypoglycemia is very dangerous for people with diabetes especially if it starts at night and patient does not feel it. Hypoglycemia can cause changes in brain.

Medicine diminishing hypoglycemia risk to minimal already exist. One of them is basic insulin injected once a day and guaranteeing optimal control of hypoglycemia all the day. Many patients tried this medicine and raised their control of disease by meaningful level. Those who afraid starting using insulin we offer not to be feared and to start using it on time.

All people with type 1 diabetes can be treated with insulin. People with type 2 diabetes can be treated with tablets and diet at the beginning of disease. Unfortunately, all people who use tablets should know they are effective approximately 5 years. Later to achieve an optimal diabetes control you must use insulin. The consequences of bad diabetes treating and control are eyes, foot, kidneys, and heart and blood - vessels diseases. Dr. E.Varanauskiene told these things during the lectures.
